近期，欧盟委员会发布G/TBT/N/EU/527/Add.l号通报，拟修订化妆品法规（EC 1223/2009），禁止使用邻苯基苯酚钠、邻苯基苯酚钾和邻苯基苯酚乙醇胺盐作为防腐剂用于化妆品中。

 

（2）条例生效6个月后，含有邻苯基苯酚且不符合新规要求的化妆品将不得在欧盟市场上市，9个月后不得在欧盟市场销售；

（3）条例生效6个月后，含有邻苯基苯酚钠、邻苯基苯酚钾和邻苯基苯酚乙醇胺盐防腐剂的化妆品将不得在欧盟市场上市，9个月后不得在欧盟市场销售。该法规自欧盟公报颁布后20天生效。
 

我国现行《化妆品安全技术规范》（2015版）规定的邻苯基苯酚及其盐类最大允许使浓度为0.2%，与欧盟本次新修订要求不符。
 

欧盟是世界化妆品的重要消费市场和出口供应地，该法规的批准实施可能对我省出口欧盟的化妆品相关生产或销售企业带来重大影响。
 

现发布对该技术法规的黄色预警，请各有关单位密切关注该技术法规实施的最新进展情况，积极采取应对措施， 降低出口贸易风险。

The European Union would like to inform the WTO Members that the "draft Commission Regulation amending Annex V to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products" has been amended.
The amendments concern the following point:
The use of sodium o-phenylphenate, potassium o-phenylphenate and MEA o-phenylphenate as preservatives should not be allowed.
Final date for comments: 30 days from date of notification.
